Dr. Fernando brings over 30 years of executive leadership experience in software development, project management, and operational strategy. His career is defined by a forward-thinking approach to technology adoption, team development, and resource optimization. With deep expertise in strategic planning and cross-functional leadership, he has successfully led software engineering teams, managed offshore operations, and implemented enterprise-wide policies that drive innovation and efficiency.

A pioneer in emerging technologies, Dr. Fernando is currently focused on leveraging Artificial Intelligence (AI), including large language models (LLMs), to modernize enterprise systems through automation, intelligent decision-making, and enhanced customer experiences. Known for his ability to lead diverse, cross-cultural teams, Dr. Fernando navigates complex global business environments with diplomacy and strategic clarity. His financial and operational insights enable the alignment of technology investments with long-term business goals, maximizing ROI and sustainable growth.

Before joining Ontash, he served as Senior Director for the City of New York’s Human Resources Administration under the BEGIN Managed Programs. Over a decade, he managed multiple programs and administrative units, earning recognition for public service and leadership. Dr. Fernando holds a Ph.D. with a concentration in Industrial and Organizational Psychology. His published dissertation—“Job Autonomy, Work-Family Conflict, and Emotional Exhaustion Among IT Teleworkers”—offers a timely contribution to the understanding of remote work dynamics in the digital age, particularly in contexts enhanced by AI, automation, and globalized tech teams.

He also holds a Master’s degree in Administration and a B.Sc. in Business from the State University of New York. His certifications include A+ Technician, Certified Entrepreneur, and a Diploma in Computer System Design, as well as credentials in Managing Change, Delegation Essentials, Cross-Cultural Communication, and Diplomacy and Tact. Dr. Fernando has been featured in Who’s Who Among American Universities and inducted into three national honor societies Omicron Delta Kappa for recognition in leadership, Psi Chi for study and research area, and the Alpha Chi National College Honor Society, for being in the top ten percent of the doctoral studies.
